Usage: toggle tips
       tip <number>

With tips on, you will receive a tip whenever an incident occurs that
registers with the tips system. You can turn specific tips off
so that they no longer appear, but all other tips will continue to.
You can only turn specific tips on or off while toggle tips is active.

Examples:
> toggle tips   - turn on/off all tips
> tip 1         - turn on/off tip 1
